That’s one of the most heavily debunked myths…
Never once does the flag move when an astronaut is not near it. Any movement that occurs when an astronaut is not directly TOUCHING it results from the momentum the flag had from being waved moments earlier–in a vacuum, with no air to stop it, a flag will wave for much longer. (Don’t take my word for that, read countless tests of that, or watch the mythbusters episode.)
But again, the flag NEVER moves when astronauts aren’t right next to it.
